In addition to the above we might mention the over-

seers of the Public Works Department who draw £240 to £270 and

many others who have joined the service within the past 10

years from the army. In many of the above cases it must be admit-

ted that men with less service, less responsibilities and with

loss qualifications are much better off then we are. Under these

circunstances this must tend to demoralise the Public service as

A whole.

In addition we would point out that a man with fair

education remaining in the London Metropolitan has a better

chance of early promotion than a man in the Hongkong Police

Force.

We append a copy of the Present Scales of Pay of the

London Metropolitan,

The Government must admit the fact that men who

volunteered from a Force at Home did so with one object in view

for the betterment of themselves financially. When we left Home

the conditions that were placed before us were better than those

at that time existing in the Fome Forces. Since then conditions

in the Home Forces have been greatly improved; whereas in this

Colony with the rise granted to us in 1902, and a tise again in

1913 with extras taken away, and increasing years of service

before becoming entitled to a pension, have left us serving

under worse conditions than those who joined before us and also

our colleagues who have elected to remain in the service at

Home
